Incoming calls to a virtual local number do not incur incoming per-minute fees and would therefore not be counted towards your plan's monthly included minutes. Forwarded calls through a virtual local number are deducted from your plan's included minutes.  If your included monthly minutes have been used up, your forwarded local number calls will be billed at the overage rate determined by your plan.
